For astrocartography specifically, the Ascendant and Midheaven lines are time-sensitive. A birth time accurate to within fifteen minutes is sufficient for reliable analysis. If you have only an approximate time, the report will note which lines may be affected and adjust the confidence level accordingly. Birth time is not required for all planetary lines, the slower-moving planets are largely unaffected by minor time variations.

Yes. The calculation engine covers any location globally. You are not limited to a preset list. If you are comparing cities across different continents, or want to include smaller towns rather than major cities, that is fine. Specify them clearly on the order form.
